Siargao is an island located in the southeastern Philippines, in the province of Surigao del Norte. It has a population of over 200,000. With an area of 437 km² and its idyllic landscapes, this small island—a favorite among surfers—continues to attract tourists.

Siargao has become known worldwide for its must-visit surf spot, Cloud 9, and its international competition. Initially visited by surfers seeking thrills, the island has seen the development of more urban tourism in recent years, along with the opening of numerous hotels, restaurants, and bars, which are gradually transforming the island’s landscape—particularly in the municipality of General Luna. In 10 years, the island’s population has doubled.

Most of Siargao’s residents used to make their living from fishing and coconut farming. While the steady growth of tourism is creating new jobs, rising prices are hurting the island’s residents, who are often sidelined in favor of visitors. Furthermore, the increase in waste is putting a strain on Siargao’s environment, which is struggling to cope.

While slowing the growth of tourism may seem difficult, it is essential to support the local population in the island’s development and in creating projects that are accessible and beneficial to them.

In a social and economic context that is at times fragile, it was the desire to participate in local life through a sustainable development project that gave rise to the Baybayin Library. The library will therefore need to adapt and evolve in response to the people and environment that host it, learning to understand and respect the culture, knowledge, and ways of life that constitute the richness of Siargao’s residents.
